The article describes the issues associated with assessing the relevance and content of the experiment of the Russian Federation Government at a special educational loans, which takes place in 2010-2013. In particular, a comparative analysis of loan proposals in higher education highlighted the main challenges, difficulties and advantages of the experiment.
