The federal budget of the Russian Federation: aspects of management and the problem of uncertainty

There are considered in the publication the questions of the theory, concerning a methodology of federal level management of state finances in connecting with a problem of uncertainty of economic concepts. The logic model of public finances structure is resulted, which includes all basic elements and an order of their formation. There are ways found in the research, to specify the definitions using the maintenance of economic concepts. As a conclusion, the necessity of changing existing approaches resulted to use scientific methods of management, witch increase the efficiency of planning and management of state charges.
