The article describes about the administrative reforms in the first half of the XIX century in Russia. Imperator Alexander I created sometime of the ministries and Stat Treasury. The Ministry of Finance was very important. The first commercial schools appeared in the capital and many other towns of Russia. The financial sciences learned on faculty of law in the University.
