Modernization - view from the position of the system approach in theory and methodology

Nowadays the notion «modernization» is perceived as a synonym of the «new trend», «overtaking development» and «technological renewal». The survey in scientific researches on this issue highlighted a variety of theoretical points of view and approaches in the explanation of the modernization essence. From the system approach point of view this process is a simultaneous renewal of the technological basis, resource, personnel, arrangement and structural, institutional, macro economic and other conditions, which provide the appearance of the system effect, their integrative interaction.
