The whole XIX century, especially its second half, marked by a truly rapid breakthroughs in science and the prominent role of scientists in the conduct of government reforms. The scientists set the fashion in converting process. The university professor didn't become isolated in sphere of own scientific and pedagogical activity, he took concrete part in practical realization of reformatory undertakings in the country. Not accidentally the emperors trusted responsible posts in the government to the professors renowned at home and abroad. This was good for the Ministry of Finance of the Russian empire at different times, it was headed by talented scientists and excellent state managers.
