The Development of the human potential in big degree depends on level of the budgetary financing that has conditioned urgency of the subject. In work are analyzed factors of the index of the development of the human potential to Russia on material of the state statistics, studies Russian and international organization. It Is Compared rating to Russia with the other country on index of the development of the human potential. The modernization of the methods of the estimation IDHP is Considered. They Are Researched problems, trends, methods of the state financing the formation. The offers are Given on improvement of the budgetary financing the formation for development level increasing of the human potential in Russia and reductions excessively high difference in level of the development of the human potential on region of the Russia.
