This article discusses the modernization of the State and municipal finance, including of the «program budget». Examines the current practices of budget expenditure within the framework of targeted programs in Saratov region and the city of Saratov. Expressed the need for system updates methodological approaches to the budget planning of the program-and performance-based method and the increased use of long-term programs.
