The organizational-financial principles of the development to emissive-obligation's mechanism of the addition of the budget for the municipal formation

In the article on the basis of the study of the practice of the obligation?s adoptions of the Russian cities, Ministry of finance RF is formulated the complex of the organizational-financial principles of the development to emissive - obligation?s mechanism of the addition of the budget for municipal formation - the urban district for the period until 2020. It is based, that strategy of the improvement of this mechanism must by its general line reflect reorientation from the task of covering the budget deficit of municipal formation to the specific-program financial guarantee of infrastructural projects.
