Relations problems between the authorities the Russian Federation and the regional and local authorities is risk factor for territorial budgetary finances. The problems created by low territorial budgetary financial flexibility, high dependence on decisions of federal authorities, uncertainty of going tax reform and interbudgetary relations policy. The article include the analyses of the problems and suggestion their solution.
