The given article looks at the content of finances in N.S. Mordvinov’s ideas. This Russian scientist and statesman of the early 1800s influenced the evolution of the finances in Russia through his budget, taxation, credit, emissive and insurance theoretical and practical activities. The ideas suggested by Mordvinov, their significance for the modern theory of finances and applicability for practical activities of the modern society are analyzed in the article.
