Equalization of industrial and tax potentials in region with using of financial leverage effect tools

In paper the technique of equalization of industrial and tax potentials in region through investments is considered. In a basis of a technique it is put economic - mathematical model and algorithms of investment distribution with use of the financial lever effect. The model is based at two stages: advantages to get borrowings and distribution of the investment according to parameters for a choice of investment projects with a view of the best generating taxes and filling of local budgets. In paper an opportunity to use given model for granting of privileges on interest rates by the regional government is suggested.
