Arrangements for the participation of owners in the financing of programs overhaul of the housing stock

Active reforming housing and communal services (HCS) entails not only an increase in the number of economic entities, but also fundamentally changes the system of financial relations between them. State law encourages homeowners to invest in capital repairs housing stock under the terms of its financing from federal and local budgets. Major maintenance today are large enough, but in the future we can predict their further growth influenced sideling the limited funding for new housing construction under the action economic and financial crisis and increase in the level of depreciation of the existing housing stock. These circumstances determine the need for improved funding mechanisms software overhaul of the housing stock. Some approaches to solving this problem proposed in this paper.
