Conceptual and methodological problems of the budget system of the Russian Federation in the financial crisis conditions

The article proposes a new model of the budget system of the RF as an important direction of the modernization of the public finance in the conditions of the stabilization of the social and economic development. The article studies the structure and the role of the separate elements of the budget system. The article gives some recommendations for the use of the budget system as an instrument of the crisis policy.
