The comparative analysis of dynamics of financing of scientific researches in «group of eight» from the point of view of memichesky model of innovative process

In work results of the comparative analysis of dynamics of financing of scientific activity in the advanced industrial countries are presented. The conclusion is drawn that readiness for financing of scientific researches and workings out only can be partly explained a condition of market conditions and presence of resources. It is noticed that the received results correspond to substantive provisions to memichesky model of innovative process in which frameworks an innovation is considered as certain social-cultural mem aprioristic success of novelty. The conclusion is drawn that the mechanical increase in assignments at a science in Russia, carried out in a separation from formation of system innovative mems, cannot solve a problem of creation of research basis of modernization of Russia.
