The social and economic role of a family in the course of the human capital‘s formation and development reveals in the article. The new understanding of a family as the full subject of national economy who are carrying out the specific social order is offered. The mechanism of an economic return of parental investment at federal, regional and family levels is proved. As the basic source of financial resources the tax of human capital using is offered.
