Building society as a new tool in housing policy of the Russian Federation

Improving housing conditions is an important issue for the Russian citizens. In many countries the problem is solved by the functioning of the Institute of building savings banks. In the present study examined the possibility of organizing such an institution in Russia, reviewed the bill on construction savings banks in Russia, given the negative and positive aspects of the implementation this housing policy instrument in our country.
