Special features of a social discount rate evaluation for developing countries

Researches which are devoted to determination of a time value of money in the public sector of economy for developed countries have been conducted for a long time. However researches connected with this problem for developing countries have been appeared only recently. In addition approaches which are suitable for developed countries do not always give correct results for developing countries due to their specificities. In other words valid discount rate (social discount rate) is needed for making comparisons of costs and benefits from public sector projects and programs which arise in different points of time.
     In the given paper special features of a social discount rate evaluation for developing countries are considered. As an example of estimation a social discount rate for the Russian Federation is presented.
