Development and strengthening of financial and economical basis of local self-government (on the material of the Kaliningrad region)

The author analyzes the execution a budget of municipal organization of Kaliningrad region under conditions of legislative modifications of consumable powers differentiations and profitable sources. Conditions and factors that preventing increase of level of local tax collection are defined. The article offers a complex of measures that promote strengthening financial and economic foundation of local self-government.
