The role of financier M.A. Balugyanskiy in the social life of Russia

The given article looks at the role of financier M.A. Balugyanskiy in the social life of Russia in early 1800s. This role consists in his contribution to the development of financial science in the traditions of the Austrian Cameralistics School. As the first rector of University of St. Petersburg, M.A. Balugyanskiy took part in its establishment; as a professor and Doctor of Law, he disseminated his ideas of law, political economy and finance not only within the classroom walls but beyond them as well: he tutored the members of the emperor’s family, Grand Dukes Nikolai and Mikhail. M.A. Balugyanskiy’s contribution to the formation of Russian financial law is also considerable.
