Necessity and features of innovative development of economy of Russia and also a state’s role in this process are considered in article. An obligatory calculation of the specificity of the innovation cycle, beginning with basic research, the need for large investments in national science, focus on effective demand, both internal and external, institutional changes and the accumulation of human capital - the key moments of modern innovation policy.
