The article describes about the specifics of the social organization of the Russian society in the end of the XVIII century. There is serfdom in Russia. Russian’s merchants activity took part in the home and foreign trade. The author describes the conditions and specifics of the bank system, commercial and credit interests of merchants. The State credited of trade and industry. There was budget deficit in Russia in this time. The leading tendency in money circulation in this period was cheap money and bank-not issue unbaked by gold. Author relates financial aspects of trade policy, part of the bankers and state foreign loans in the economical development of Russia.
