Administrative-territorial formations as systems: classification, the general characteristic, the purposes of development

In conditions of financial crisis and limitation of budgetary resources, the problem of a choice of priority directions of development of territories becomes even more actually. As the purposes of administration functions of the state and municipal authorities - social, political, economic which are considered and supervised frequently separately from each other, as a rule, are defined. In the given work classification of administrative-territorial formations (АТF) as sets of components making them, communications and attitudes that allows to consider them as complex purposeful systems is carried out. On the basis of the carried out classification the brief characteristic is given and the basic purposes of development АТF are allocated. As the basic purpose of functioning АТО as complex purposeful system maintenance of their steady development on the basis of competitiveness is offered, to financial stability, self-sufficiency and integration which, in opinion of the author, it is necessary to consider, taking into account interrelation existing between them and an opportunity of occurrence positive and negative synergy effects
