The prospect of the development of Regional Banks of Russia and their transition to an innovative way of the development is the subject of discussions at the level of the legislature and among experts. Author aim is to reveal the specific process and methodology for restructuring and improving the efficiency of the national banking system, its Russian particularity especially during the financial crisis.
