In his scientific works, D. A. Tolstoy covered the history of the development of public finance up to the end of the 18th century. He demonstrated the constant evolution of finance regardless of a certain historic environment. Moral institutions of the society are regarded as a factor which contributed to the development of public finance: to draw this conclusion, D. A. Tolstoy analyses government’s legislation and people’s customs, investigates and describes their interaction in which institutional factors lay the foundations and perspectives of a financial system and its elements.
