The theoretical and methodological approaches to investigation main point of central bank

The paper’s goal is investigation theoretical positions about main points of central bank, systems of its formation, the meaning of owned capital, the independence’s criteria and indexes. The results are the forming of independence’s criteria classification system, the formulation the broader approach to understanding independence of central bank’s solutions as the balance between openness and transparency of central bank and protection of moral hazard which appears if commercial bank uses central bank’s solutions for advertising.
