In the article is given the necessity of the regional budget strategy. As a base of its choice is devised the special model of budget analyses. The author determines the main kinds of the regional budget strategies, explains the role of the inter-budget relationships. It is concluded that in connection with the crises in the world finance, the problem of strategic management in budget policy is necessary not only for anti-crises management but for future development.
