The paper dwells on increasing the power efficiency of Russian electric power industry in the post reformed period. The SWOT-test of developing the power engineering in Russia was put into practice. The system obstacles of growing power efficiency have been exposed on its basis. The paper offers the state policy principles in the sphere of stimulation measures in order to increase power efficiency. Middle and long term aims and purpose for growing electric power efficiency were determined on the period up to 2020.
