The role of the state in the development of mutual assistance

Mutual insurance has a long history. At the beginning the state did not regulate its activity. Later different laws about mutual insurance were adopted in many foreign countries. But as a rule for the different kinds of the mutuals the laws are different. The Russian pre-revolutionary experience of this kind is also interesting.
