In the modern conditions of global financial crisis in the world, problems of self-sufficiency of the local economic systems, their effective functioning becomes one of the most critical questions on which the state of the macroeconomic and financial system of country depends on the whole. Today in Russia there were negative conditions for steady development of rural settlements, development of economy and territories until now restrains temper two factors: by low level of development of institute of local self-government and absence of favourable conditions of their socio-economic development.
