The practice of restructuring has shown that there are serious financial, economic and legal problems that require a speedy solution. The contradictory results of the restructuring is largely due to the peculiarities of the region, a place in it and the role of enterprises, especially the relationship between the owner of the company and the regional administration, investment attractiveness of enterprises.
