The problem of determination of the effectiveness of budget’s costs is to be solved as the system of reflecting indicators appears. This system of indicators must be divided into two structural aspects: on the levels of distributing of budget’s costs and according to the specific directions of budget’s costs. The analysis of the scheme of interrelations between subjects of budget’s legal relations is made and the concept of an effectiveness of providing of budget’s service is also determined in the scientific work.
