Conceptual approaches to Budgeting In a State Institute of Higher Education

Development of market relations in Russia has greatly changed the economic conditions in which state institutes of higher education operate. Because of tough competition on the market of educational services and substantial reduction (cut) of budgetary financing institutes of higher education face the problems of providing sufficient financing and developing some new methodological approaches to the way the educational activities are organized and to control of financial resources in general.
     The article deals with the urgent problem of developing and operation of budgeting system in institutions of higher professional education and developing some practical actions aimed at the introduction of budgeting system.
