The article describes the features of the functioning and formulated the principles of efficiency of banks with state participation. There are represented a connection of controlling, financial monitoring, financial analysts and their role in the management of the bank. We formulate a way to implement an innovative approach to the development of banking technologies. Based on the analysis of the situation with the needs of customers, the concept of development banking services was introduced.
