Modern Russian scientists rank N. I. Turgenev among the most recognized scholars and practitioners of the formation period of the modern Russian financial science. His study, published in 1889, made him famous overnight. He climbed up the career ladder in no time and many expected him to become the new minister of finance. But since 1824 his scientific and practical activities were no longer a success. Turgenev had to spend the most part of the rest of his life as an emigrant. The given article looks into the reasons of Turgenev’s professional failure from the point of view of the institutional approach.
