Acceptance of the uniform concept of the state financial control over the Russian Federation today is one of priority directions of the state and municipal financial control system reforming activities. In the present research various aspects of development of system GFС in Russia and the world are analyzed, the basic problems and possible models of concept are revealed, a number of recommendations on reforming system GFС is offered, and also drawn a conclusion on an inefficiency of the extensive approach to development of system GFС.
