Instability of economic conditions negatively influences commercial development. It is necessary to stimulate in modern conditions of activity of the enterprise on the basis of modernisation of a tax policy of the state. In article the basic criteria of a problem and priorities of an effective tax policy are formulated. The system of measures on formation of the tax policy directed on development of business, and also algorithm of an estimation of efficiency of influence of a tax policy on business development is offered.
