Formation problems in Russia socially focused market economy press for specifications of theoretical bases of the organisation of system of social protection of the population which would be the built in internal mechanism of market economy allowing effectively to solve arising social problem. The housing problem decision is one of ways of granting of social protection of the population. Novelty of work consists in definition of a place, a role of a parity of work and social relations at maintenance with population habitation.
