“Finance” is one of the most abstract economic categories, therefore in Russian financial science the question of content of finance, levels and spheres of financial system is still under discussion. In this respect, the content of finance in the scientific work of N.I. Turgenev, one of the first financiers in Russia, might seem of particular interest. Being a theorist as well as a practitioner, he dealt with the elements and mechanisms of financial system in his theoretical works, memorandums, political projects, diary notes and other documents which make up his huge, insufficiently explored heritage.
