Actual problems for Participation of the Fund of Social Insurance of Russian Federation in Financing of Preventing Arrangements to Reduce Occupational Risks

Particularly Occupational Risks Management in scope of social insurance for occupational accidents and industrial diseases includes conduction of occupational injury precautions. Refusal from such precautions would make the system of social insurance of occupational risks unreasonably expensive and ineffective. Financing of the appropriate preventive arrangements can be effective in case if it would be massive and balanced. In order to stabilize the budget of the Fund of Social Insurance of Russian Federation financing preventive arrangements for labor protection should be built by introducing an addition to the insurance rate. A unified method of financing all the preventive arrangements for labor protection should be used including trainings for special categories of insured people. Various preventive actions affect the level of occupational risks differently. Hence to optimize expenses it is suitable for the Fund to finance only those preventive arrangements which can reduce the risks and (or) the corresponding compensations.
