In article providing with financial resources of projects and actions of the federal target program «South of Russia», structure, a share of sources of financing and priority directions of an expenditure of means are analyzed. Authors believe that the share of budgetary financing should be not less than 40-50 per cent for the program of development of the federal district, where the majority of regions are characterized by long-term depressive condition of social and economic complexes. Projects should dominate with not local character in such program, but with the strategic and inter-regional status and scale.
