This article say about the financial mechanism of the formation and expense of the Reserve fund and Fund of national goods, also is presented the information of the rediting and expending of it’s resources anal of the received profitability of it’s investment. The author offers also the new mechanism of calculation of incomes which come within the crediting to this funds (Reserve fund and Fund of national goods). Author also introduces the consept of «procyclecal income».
