Excise duties and wine monopoly in Russian Empire

On the declared theme the author undertakes attempt to reconsider a basis of excise system and technology of its realization in one of regions of Russian empire, the Ufa province, which have become by territory of modern Bashkortostan. The Management of Federal tax service of Russia on Republic Bashkortostan strictly carries out the fiscal functions. And then, more than 150 years ago, positive experience on formation and perfection of local management by duties in the Ufa province has been got. Thus the provincial excise department successfully solved the governmental problems to protect national safety (to protect health of people) and interests of the state treasury.
