In connection with the crises in the world economy, analysis of functioning of the Russian banking system in terms of its institutional structure changes is gaining the greater urgency. The present work examines the changeable conditions of functioning of the Russian banks and behavior of the state regulator during the crisis. The analyzed changes have exerted influence on the institutional structure of the Russian banking system and determined the main directions of its development. M&A are one of these directions.
