In clause the risks accompanying system of the state (municipal) purchases are systematized. The basic ways of management are considered by them. Proves, that the general way of decrease in the majority of considered risks is increase of a transparency, an openness of competitive procedures. It probably to reach due to automation of competitive procedures on the basis of modern information technologies. At the moment, many regions Russian Federations already realize carrying out of auctions in the electronic form. The further prospects of development of system of the state (municipal) purchases are connected with use of the electronic digital signature (EDS). Unfortunately, EDS yet has not received in our country of due development. The grouping resulted in clause and ordering of the risks accompanying the state (municipal) purchases, to the full open character of their occurrence. It allows to analyse variants of development of event, to choose a way of minimization of losses.
