Y.A. Gagemeister’s financial-economic scientific and experimental activities are notable for a broad variety of investigation areas. The application of methods of different sciences in finding the essence of finance indicates the existing objective preconditions of institutional approaches in Gagemeister’s financial research. He defines the moral characteristics of the society as a factor of the development of public finance. The also analyses the laws of the state, people’s traditions, reveals and characterizes their interaction. According to the author, this interaction process makes the impact of institutional factors on the condition and dynamics of the financial system and its elements obvious.
