The realization of principles of system approach in ground structure and functions of regionals finances

In the condition of transition of the economics to the market relation of the regions finance systems guarantee smoothing of economic and social development of the regions. These methods of approach allow to fulfil qualitative research of regions finance systems and examine the relation between their basic links. Conducting of the regional financial policy furthers realization of the main functions of the regional financial system: mobilization distribution, regulation, control and stimulation.
