Formation problems in Russia socially focused market economy press for specifications of theoretical bases of the organisation of system of social protection of the population. One of the main socially significant problems facing to the state, the decision of housing problem taking into account regional features is. Novelty of work consists in disclosing by the person the importance of the account of regional experience in construction of the Russian hypothecary system. Are defined specificity and features of regional development of mortgages at maintenance of social protection of the population taking into account anti-recessionary actions of the state.
