This article is devoted to the requirements of the theory for building intergovernmental budgetary relations. The requirements mentioned in the articles are benchmarks and criteria of improving the process of building of the intergovernmental budgetary relations mechanism at the long-term basis and assessing the results achieved at each stage of the process.
