The article considers the mechanism of mandatory health insurance (MHI) as one of variants of the normative and per capita financing of health-care facilities, formulates the problems of transition to one-channel financing of health-care facilities through the MHI system, as well as problems of applying the budget law of the Russian Federation by the territorial MHI funds and medical and preventing treatment facilities (MPT) in the conditions of preferred financing of MPT through the MHI system.
