The article concerns the current problems of intergovernmental budget relations at the region level. The author studies the possible risks of receiving less income in the constituent entity consolidated budget than is due, which can significantly affect the efficiency of intergovernmental budget relations in the region. The article contains appraisal of budget laws on intergovernmental budget relations as of February 2009, based on which recommendations on improvement of laws are proposed.
